SECNAVINST 3820.3E Oversight of Intelligence Activities Within the Department of the Navy

 

 


 

What are the quarterly requirements?   

 

Inputs are due from heads of DoN intelligence components to NAVINSGEN N2 no later than the 15th of the month following the end of the quarter.  Since the final report cannot be submitted until all inputs are received and consolidated, your early inputs are greatly appreciated.  A copy of your input should be faxed to (202) 433-0914 or e-mailed to NAVIGintel@navy.mil further expedite the process. There is no need to send individual inspection reports with your report input.  After consolidation, NAVINSGEN N2 forwards the final Navy report to the Assistant to the Secretary of Defense for Intelligence Oversight (ATSD(IO)) via the Navy JAG, Navy General Counsel and the Undersecretary of the Navy.  ATSD (IO) is charged with administering the Intelligence Oversight program within the DOD. 

 


What are the training requirements for Navy intelligence components?   

SECNAVINST 3820.3E requires Navy intelligence components to conduct and document training at least annually. 

 


 

What is NAVINSGEN's responsibility in regards to conducting inspections of command's Intelligence Oversight programs?   

 

NAVINSGEN is responsible for the conduct of Intelligence Oversight inspections, for or on behalf of heads of DoN intelligence components, on all subordinate shore intelligence components, activities, units, and elements, as defined in SECNAVINST 3820.3E or under their command, at an interval of no greater than 36 months, with appropriate follow-up between inspections. 

 

Intelligence Oversight (IO) inspections may be conducted during command inspections.  Afloat activities, units and elements within subparagraphs 4.a.(1) through 4.a.(8) of SECNAVINST 3820.3E are not required to be inspected for intelligence oversight per CNO message 252203Z SEP 98 but shall be reviewed during regularly scheduled command inspections for a determination of compliance with the requirements described in subparagraphs 8.f.(1) through 8.f.(9)  of SECNAVINST 3820.3E.  Additionally, Assistant to the Secretary of Defense {ATSD(IO)} oversees DoD Intelligence Oversight programs and conducts inspections of all DoD intelligence components in specific geographic areas. While conducting IO inspections, ATSD(IO) is authorized access to all command intelligence files and programs. 

 

ATSD(IO) will announce their intentions in message format to all applicable commands approximately one month prior to the scheduled inspection date.  In this message, ATSD(IO) will request that commands with special programs notify them prior to the inspection so that any special clearance concerns can be addressed ahead of time.


What is ATSD(IO)'s role regarding Inspection Reports?   

The Navy's Quarterly Intelligence Oversight Report to ATSD(IO) includes a listing of all Navy commands that received an Intelligence Oversight inspection during the previous quarter.  This list is generated from your inputs to NAVINSGEN Intelligence/Oversight Division. To QA the IO inspection process, ATSD(IO) will request copies of the actual inspection reports for some of the commands on the list. To ensure that our list of commands inspected is valid, it is essential that each Intelligence Oversight inspection conducted be properly documented.
